FAR 61.83 [Eligibility Requirements] [Excerpt]

- Be at least 16 years of age for other than the operation of a glider or balloon.
- Be at least 14 years of age for the operation of a glider or balloon.
- Be able to read, speak, write and understand the English language.
Except while seeking a pilot certificate with a glider category rating or balloon class rating,
you must hold at least a current third-class medical certificate to exercise the privileges of a student pilot certificate.
FAR 61.85 [Application] [Excerpt]

An application for a student pilot certificate is made on a form and in a manner provided
by the Administrator (FAA) and is submitted to:
- A designated aviation medical examiner if applying for an FAA medical certificate under
Part 67 of this chapter;
- An FAA Examiner; or
- A Flight Standards District Office.
